Government Office for the East Midlands (GOEM)

With eleven government departments under one roof, GOEM is the hub of central government in the East Midlands.

It is our aim to work with regional partners and local people to maximise competitiveness and prosperity in the East Midlands. We want to bring together government policies for a more inclusive society.

Many organisations work with us so that we can achieve our aims; some of these include local authorities, businesses, schools,colleges and voluntary organisations. Together we help government initiatives work at a local level. We also reflect back the needs of the region to central government.

We want to reflect the diversity of our region, by focusing our efforts on the differing needs of all parts of the East Midlands. We cover Derbyshire, Leicestershire, Lincolnshire, Northamptonshire, Nottinghamshire and Rutland.

We bring together regional activities to meet the targets of our sponsor departments. These are:

Our Initiatives  

  • GOEM works with the Regional Minister who champions the regions needs and interests in Parliament and across Whitehall.
  • 'Every Child Matters - Change for Children' sets out a national framework of change, to be led by local authorities and their partners, to improve life for children and young people.
  • GOEM is responsible for the delivery of the National Drug Strategy, Crime Reduction Strategy and Communities' Agenda in the region. We provide support to Crime and Disorder Reduction Partnerships and Drug Action Teams and provide a link between them and central government.
  • Cultural, tourism and sporting businesses and creative industries make a very significant contribution to the economic and social regeneration of the region.
  • GOEM works with regional partners to improve the economic performance of the region. This includes working with the East Midlands development agency (emda), towards Government’s economic policy objectives, including improving the skills of the region's workforce and facilitating work in enterprise.
  • In education and skills we work with local organisations across the East Midlands towards the achievement of Department for Children, Schools and Families (DCSF) targets to ensure that educational attainment is central to local community strategies.
  • We aim to promote greater understanding of rural and environmental issues, and ensure that the Government’s rural and sustainable development policies are fully integrated into strategies and initiatives in the East Midlands. We do this by working with regional agencies, sub-regional partnerships, local authorities, the voluntary sector, industry and the wider rural community.
  • European funding creates opportunities for the development of the East Midlands, bringing funding into the region for regeneration.  Closure of the Objective 2 2000-2006 ERDF Programme is now underway. Funding under the Objective 2 2007-2013 ERDF Programme will be administered through emda.
  • GOEM has responsibility for a wide range of work with local authorities (District, Borough, County Councils and the Unitary Authorities). Our aim is to help them improve their public services and give better value for money. We work with local authorities (LAs) to develop our knowledge of their services and to promote government policy and good practice
  • GOEM carries out a wide variety of town and country planning work on behalf of the Secretary of State for Communities and Local Government (DCLG). National and regional policy is applied in the local context and fed back to the DCLG.
  • In preparing for emergencies we work with central Government and local response organisations such as the police, fire, ambulance and local authorities to promote and foster resilient communities.
  • The Directorate of Public Health East Midlands brings together the public health teams from the Department of Health's regional presence (based at the Government Office for the East Midlands) and NHS East Midlands under the Regional Director of Public Health, Dr David Walker.
